Carol Conragan (she/her) is a D.C.-licensed attorney and a mission-driven leader with over two decades of experience designing and managing high-impact, multimillion dollar, rights-based programs in partnership with communities, governments, and multilateral organizations in more than a dozen countries across the globe. One of Carol’s earliest assignments was working on behalf of children’s rights when she worked for UNICEF in the Child Protection Offices in Serbia, Montenegro, and Kosovo. Carol brings her proven expertise in strategic planning, team leadership, fundraising and budget oversight, and regulatory compliance to her position as Executive Director of the CAC. She is a skilled writer and facilitator and directed her first team 30 years ago in Bosnia and Herzegovina. Over the years, Carol has built and led many diverse (multicultural) teams, anticipating and resolving implementation challenges, and stewarding complex initiatives from concept to completion. Carol has routinely worked at the highest levels of government and is recognized for management excellence and for advancing human rights (especially the rights of children), public health, and democratic governance in some of the world’s most challenging environments.
